The Police Investigations and Reviews Commissioner is currently seeking to recruit a Director of Legal Services to join her Hamilton-based team. This is an exciting opportunity for an enthusiastic and motivated individual to work in a rapidly changing environment within a growing progressive organization. We are looking for a highly qualified, capable and talented, qualified lawyer with experience in effective and efficient litigation management.

The PIRC was established in 2013 and is responsible for conducting independent investigations into incidents involving the police and independently reviewing how the police handle complaints from the public. Our aim is to ensure public confidence in policing in Scotland by supporting continuous improvement and promoting positive change.

The successful candidate will support the Commissioner by providing strong leadership and effective direction of the functions performed by the IRCP.

As the Director of Legal Services, you will be a member of the Executive Team, reporting directly to the Commissioner, providing advice and guidance to the Commissioner and the Senior Management Team (SMT) to ensure the effective delivery of all professional legal matters.

You must be able to demonstrate proficiency in the following specific tasks (see the candidate information pack for more details):

  • Ensure efficient delivery of legal services by: providing legal advice and guidance to the Commissioner and Senior Management Team (SMT) and performing legal work, in particular litigation and advice.
  • Assume a leadership role within the management team and the group of department heads and ensure regular liaison with the SMT.
  • Support and provide legal and policy advice to the Commissioner and the SMT on all aspects of legislation relating to the statutory functions of the PIRC.
  • Establish and develop strong working relationships with external stakeholders and key partners; including Police Scotland, Scottish Government, Scottish Police Authority, Crown Office and Procurator Fiscal Service, Her Majesty’s Inspector of Constabulary Scotland and other relevant bodies, through collaborative work to support and promote continuous improvement of the police in Scotland.

Successful applicants must be a qualified lawyer with an unrestricted practice certificate from the Law Society of Scotland and have at least 5 years of relevant experience after qualification as a lawyer.
